The Story
When an organization comes to IDS in need of a new website, it’s not without reason. In this case, Lucas County 911 needed to expand the capabilities of their website. It needed to serve as a resource for upcoming events, featured news articles, and be a source of new telecommunicator applications.

Goals
We began by cross-referencing their current website and identifying key areas for improvement. Through research and industry analysis, we developed a strategy to inform users about the mission of Lucas County 911, and educate to the citizens of Lucas County.

Spreading Awareness
In our research into 911 dispatch centers, we discovered just all that goes on behind the scenes to make the Lucas County 911 Regional Council of Governments operate from day to day and night to night. Countless service hours from telecommunicators, interconnected networks from the many cities and villages of Lucas County, and the promptness of the fire and police departments, combined so that the citizens of Lucas County can have hundreds of thousands of 911 phone calls answered every year. This dedication can go under the radar of the general public.
One of the primary goals of Lucas County 911’s digital rebranding was to put the organization into the public’s eye as the “first first responders.” We achieved this in two ways:
- Prominently showcasing local news articles that highlight Lucas County 911 Regional Council of Governments.
- Consistent, yet refined messaging about the organization that can help users to better understand their purpose and role.
Lucas County 911 gets periodically featured in local news articles that highlight their consistent service. These articles are now featured in a gallery on the new website, along with a link back to the original article. This generates a connection from the source to LC911, leading visitors to learn about the involvement of the organization in their community.
Another method to educate the citizens of Lucas County was by strategically placing information about the organization itself. In our research, we discovered that there was no place on their original site that plainly described the structure and goals of the organization. This could be a point of confusion for users, because not all counties have a consolidated emergency response center as Lucas County does. In our redesign, we made sure to clearly explain the services of LC911 on the homepage and on the About us page.
Calls-to-action
Lucas County 911 Regional Council of Governments is frequently seeking new applicants to join their team of telecommunicators. On their old website, this motive was not made clear. When going into the design process, we knew that this was a priority. The new site conveys the importance of operating as a team, and offers several ways for users to get in contact with LC911 through their career application, thank an operator, and request a speaker forms.
Strength and Security
Safety, compassion, and integrity are the pillars of LC911’s mission to serve the citizens of Lucas County. This needed to be conveyed in their branding as well, which was in contrast with the serious tone of their mission. Our designers crafted strong typography paired with dark reds and blues.
The core of Lucas County 911 is its telecommunicators. Their original website lacked a variety of imagery that visually represented the organization. Throughout the site, we’ve made them the prominent imagery to showcase their dedication and to feature the faces of those who answer every 9-1-1 call.
Results
Through meetings and close collaboration, we refined the final details to bring the website to both the client’s expectations and our level of quality. It’s the representation of 9-1-1 operations and a source of public safety information for its community.
